Ohio Model CurriculumDescription: During the summer and fall of 2010, teachers across Ohio worked collaboratively in teams to suggest instructional strategies and resources that align with the revised standards. The State Board of Education adopted the Model Curriculum on March 15, 2011. Great Lakes West Planning ToolDescription: This is a Web-based planning tool designed to guide district and school teams through the process of identifying specific steps to pursue as they work toward implementing the New Illinois State Learning Standards Incorporating the Common Core. Districts and schools will plan and implement the new standards according to local circumstances. The planning tool is intended as a resource for ongoing planning and implementing that will allow districts and schools to make changes to reflect current status and monitor progress. Fingerprint-Based Criminal Background Checkfor Substitute Teachers.The Hamilton-Jefferson Regional Office of Education is authorized to conduct fingerprint-based criminal history checks for substitute teachers and multi-district hires. Many school districts send substitute applicants to the Regional Office of Education. If you need a fingerprint based criminal history check from our Regional Office of Education, you need to:1. Make an appointment for fingerprinting at the Regional Office of Education by calling 618-244-8040.2. Complete the Fingerprint Form (The Word Documents can be downloaded below).3. Pay $55 cash or money order.The Regional Office of Education will: 1. Conduct your fingerprint and submit fingerprints to the Illinois State Police and Federal Bureau of Investigation. 2. Receive and review your ISP and FBI criminal history check reports.3. Look for your name on the Illinois State-wide Sex Offender Data Base and Illinois State-wide Child Murderer and Violent Crimes Against Youth data base.4. Issue a Criminal Background Report to you containing your ISP and FBI results and notation that your name does not appear on either statewide data base.You will: 1. Apply to Substitute teach contacting the district for which you want to substitute teach.2. Fill out the district’s application and follow their instructions.3. Turn in your Criminal Background Report and your TB and Physical exam to the school district or school districts in which you want to substitute teach. Cert 1 Early Childhood, Elementary, Secondary and Special Certification Application Procedure by Entitlement(Individual completing a certification program within the State of Illinois) If you have completed an Illinois State Approved Teacher Education program and have been entitled to the certificate by their institution should follow the directions given to you by your college or university. Some institutions issue the certificates directly. Receive your certificate and then register it on ECS in the county in which you are going to teach or the county in which you live. www.isbe.net/ECS - Click on "Register Certificates." Some institutions entitle applicants to the certificate on ECS. Log on to ECS at www.isbe.net/ECS and click on the "Applications" link, then on "Entitlement Certificate Application". Then follow the steps to apply for the certificate. The application fee is $76.75, payable by credit card. Once the certificate is issued, it needs to be registered on ECS in the county in which you are going to teach or the county in which you live. www.isbe.net/ECS - Click on "Register Certificates." Some institutions issue paper entitlement applications to be processed through the Regional Office of Education: A complete paper application is as follows: 1. ISBE 73-03C Application Form (pdf) This must be completed by the applicant and should also be signed and sealed by the University.2. Thirty dollar ($75.00) application fee, that we forward to the State Superintendent of Education, is required for each certificate. This fee is non-refundable. Cash or personal check only.3. Twenty dollar ($40.00) registration fee payable to Hamilton-Jefferson County ROE. This fee covers four years of registration, beginning with July 1 of the fiscal year in which the certificate is issued. Once a certificate is registered in one county, it can be registered in other counties as necessary for no additional fee. Cash or personal check only.4. Cert 2 Procedure for Obtaining Illinois Master Certification Illinois Master Certificates are issued only to certificate holders who complete the National Board Certification process. Submit1. ISBE application Form 73-03E Application for Master Certificate (pdf)2. A copy of your National Board Certificate3. There is no application fee for an Illinois Master CertificateA registration fee will be required after the Master Certificate is issued. Vernon, IL 62864Additional Master Certificate information:A master certificate's renewal cycle is a 10 year cycle. The newly issued Master Certificate will expire on June 30, ten years after July 1 of the fiscal year in which it is issued. Completing the National Board Certification process fulfills the renewal requirement for the previously held teaching certificate. That certificate's renewal cycle will now align with the new Master Certificate cycle. After the new Master certificate is issued, it will require a registration fee to register it through its entire ten year validity period. Complete the registration process on ECS at www.isbe.net/ECS. Click on “Register Certificates”. The registration cost will be no greater than $101.75, depending on how many years were left on the registration of the previously held certificate(s). Cert 3 Certification Application Procedure by Entitlement for Illinois School Service Personnel or Administrative Certificate The Administrative Certificate is valid for supervising and administering in the common schools may be issued to persons who have graduated from a recognized institution of higher learning with a master's degree and who have been certified by these institutions of higher learning as having completed a program of preparation for one or more of these endorsements. Such programs of academic and professional preparation required for endorsement shall be administered by the institution in accordance with standards set forth by the State Board of Education in consultation with the State Teacher Certification Board. The administrative or supervisory positions for which the certificate shall be valid shall be determined by one or more of 4 endorsements: General Supervisory, General Administrative, Chief School Business Official, and Superintendent. Each endorsement requires a separate fee and application. The School Service Personnel certificates is endorsed in one of five categories: School Social Worker, School Psychologist, Guidance, School Nurse, and Speech and Language Pathology. These endorsements do not qualify the holder to teach, and no one holding only a School Service Personnel certificate may be assigned to teach. Each endorsement requires a separate fee and application. The School Service Personnel certificate allows the holder to perform the service for which the certificate is endorsed. If you have completed an Illinois State Approved program for either an administrative certificate (Type 75) or school service personnel (Type 73) and have been entitled to the certificate by their institution should follow the directions given to them by their institutions. Some institutions issue the certificates directly. These certificates need to be registered in the Regional Office of Education (ROE) where you are working. If you are not working, the certificate should be registered in the ROE where you reside. The registration fee is $50. Registration can be completed on ECS www.isbe.net/ECS under the "Register Certificates" link. There is an additional credit card fee of $1.75. Some institutions entitle applicants to the certificate on ECS at www.isbe.net/ecs. Log on to ECS and click on "Applications" and then on "Apply for Entitlement" and follow the directions on that page. The application fee online is $76.75. After the certificate is issued, it must be registered in the county where you work, or if not working, in the county where you reside. The registration fee is $51.75 online. Click on "Register Certificates" on ECS. Cert 4 Transcript Evaluation Procedure for Illinois Initial Certification Certification by transcript evaluation is limited to Applicants from other states who have completed another state's approved teacher education program. A complete application for an Initial Teaching Certificate should include the following: Fees A thirty dollar ($75.00) application fee payable by cash or check that we then forward to the STATE SUPERINTENDENT OF EDUCATION, is required for each certificate. This fee is not refundable. A registration fee will be due at the time the certificate arrives at the Regional Office, you will be notified through the mail. A personal check or cash will be acceptable for this registration fee. 1. ISBE 73-03C Application for Certificate (pdf)2. ISBE 73-63 Request for Issuance of Provisional Certificate (pdf)(For individuals who hold a valid comparable certificate from another state only.) A copy of the front and back of the out of state certificate must accompany this application.3. ISBE 73-05 State Approved Program Verification (pdf)(For individuals who have completed a state approved teacher education program for the certification area requested.) Part I of this form must be completed by the applicant and then sent to the college or University. That institution must sign and seal the form and send it directly to the State Board of Education in Springfield. The State Board does not accept 73-05 Forms from applicants or from the Regional Office of Education as of December 2006.4.*Official transcripts, in unopened, sealed envelopes from all schools attended. The Illinois State Board of Education will notify the applicant if resubmission of older transcripts will be necessary. *To be official, transcripts must be submitted in the sealed envelope from the college or university. Transcripts received that are not in a sealed envelope from the university will be considered unofficial and cannot be used for evaluation purposes.5.Employment Verification: If you have teaching experience, please submit a letter on agency letterhead stating all employment dates, the school in which you were employed, your teaching assignment and the type of certificate you held. This letter will only be accepted if signed by a district superintendent, assistant superintendent, special education director or non-public school administrator. If you have less than four years of teaching experience, you should be applying for an initial teaching certificate. If you have four or more years of teaching experience, you should apply for a standard teaching certificate. Certification Testing - If you present a valid out-of-state certificate, the Basic Skills test will be waived. There are no other test waivers in Illinois. Applicants for teaching certificates will be required to take a content area test and the appropriate APT (Aptitude for Professional Teaching) test before full certification will be issued. Information regarding the Illinois Certification Testing System exams and test dates may be obtained at the ISBE web site or at http://www.icts.nesinc.com. As a result of submitting your application, you will receive an evaluation by personnel at the Illinois State Board of Education. Either a certificate or deficiency statement will be issued to you. If you not a U.S. Citizen, you must submit evidence of being legally present and eligible for employment. Other documentation may be required. Cert 5 Out-of-State National Board Certification Procedure to Apply for Illinois Master Certificate An Illinois Master Teaching Certificate can be obtained by applicants who have successfully completed the National Board for Professional Teaching Standards certification process, whether in Illinois or any other state. Forms and documentation needed are listed below. Application must be made through a Regional Office of Education. A complete application includes the following: Fees There is no application fee for a Master Certificate. State law recognizes the achievement and the normal fee is waived. A registration fee will be due (not to exceed a maximum of $100.00) at the time the certificate arrives. Registration can be completed online at www.isbe.net/ECS. Click on "Register Certificates". OR In person at the Regional Office of Education. Check or cash are acceptable forms of payment at the Hamilton-Jefferson Co Regional Office of Education.Items For Out-of-State applicants, holding no prior Illinois Certificate: APPLY FOR THE MASTER CERTIFICATE.A. Cert Sub Substitute Certificate Application Procedure A Substitute Teacher's Certificate (Type 39), valid for four fiscal (July 1 - June 30) years may be issued for teaching in all grades of the common schools when no appropriate fully certified teacher is available to teach in a substitute capacity. Substitute certificates may be issued upon request of the Regional Superintendent of Schools of any region in which the teacher is to teach. Such certificate may be issued to persons who 1. Hold a bachelor of arts degree from an institution of higher learning accredited by the North Central Association or other comparable regional accrediting association, or 2. Have two years of teaching experience and have earned a minimum of 60 semester hours of college credit including six semester hours of professional education from a recognized institution of higher learning. Teaching experience for a Substitute Certificate is defined as experience obtained in an elementary or secondary school.3. Hold a valid Illinois certificate valid for teaching in the common schools as shown on the face of the certificate*, or *If you hold a valid Illinois teaching certificate, you are allowed to substitute teach on that certificate. You are not required to obtain a substitute certificate. A Type 39 Substitute Certificate must be registered by paying $40 to the Regional Superintendent of Schools in each county you want to substitute teach in. All Type 39 Substitute Certificates are considered as issued on July 1 of the school year in which they were issued. On June 30 of the fourth year after issuance, the substitute certificate expires. To continue substitute teaching after your substitute certificate expires, you must apply for a new Substitute Certificate. A Type 39 Substitute Certificate has a ninety-day limitation, which means that you are limited to teaching ninety days per school district, per school year on a Type 39 Substitute Certificate. This limitation does not apply to the Chicago Public School system. If you hold an early childhood, elementary, high school or special teaching certificate you are allowed to substitute in the place of a certified teacher who is under contract to an employing school system for up to 120 days per school year. If you were educated in the United States, a temporary substitute certificate, known as a Temporary Authorization to Work will be issued over the counter at the Regional Office of Education your application and fees are processed. If you were educated in a foreign country, your foreign credentials must be evaluated. FINGERPRINT BASED CRIMINAL HISTORY CHECK All newly hired substitutes must undergo a fingerprint criminal history record check. The Regional Office of Education takes a role in this process and keeps a data base of criminal background check results. You can photocopy your results certificate and use it in multiple districts in the County. Each district has its policy for substitute fingerprinting. Cert ParaPro Paraprofessional/Teacher Aide Statement of Approval Application A “paraprofessional” or "teacher aide" is a non-certificated person authorized to be employed to assist in instruction. The terms “paraprofessional” and “teacher aide” are used interchangeably. Approval of Paraprofessionals Employment as a teacher’s aide or paraprofessional requires a Paraprofessional Approval, available through the Regional Office of Education. General Information: 1. Determine whether you require State Approval or NCLB Highly Qualified Approval as defined below. Anyone qualifying for NCLB Highly Qualified Approval meets the State Approval requirement.2. If you do not have an associate’s or higher degree, you must provide proof of high school graduation: Diploma, transcript, letter from high school, on letterhead.3. If you received your education in the United States, and you are a United States citizen, and you present the appropriate documents at the Regional Office of Education, your paraprofessional approval can be issued the same day you apply.4. If you were educated in a foreign country, your foreign credentials must have been evaluated before you can apply. After your evaluation is completed and returned to you, you must schedule an appointment with a certification specialist at the Regional Office of Education by calling 618-244-8040. The legislation requires a local homeless education liaison in every school district to assist children and unaccompanied youth in their efforts to attend school. This act guarantees homeless children and youth the following: •The right to immediate enrollment in school, even if lacking paperwork normally required for enrollment. •The right to attend school in his/her school of origin (if this is requested by the parent and is feasible) or in the school in the attendance area where the family or youth is currently residing.•The right to receive transportation to his/her school of origin, if this is requested by the parent. •The right to services comparable to those received by housed schoolmates, including transportation and supplemental educational services. •The right to attend school along with children not experiencing homelessness. Segregation based on a student's status as homeless is strictly prohibited.•The posting of homeless students’ rights in all schools and other places around the community. While having the opportunity to enroll and succeed in school may seem like a given to many of us, the McKinney-Vento Act was enacted due to the numerous barriers homeless children faced in obtaining a free, appropriate, public education. It is the goal of the Hamilton-Jefferson Regional Office of Education to create public awareness of the rights of homeless children and youth and to ensure compliance with the law at the state and local levels. Who is homeless? The term "homeless children and youth" as defined by the McKinney-Vento Act;Means individuals who lack a fixed, regular, and adequate nighttime residence; and includes— •Children and youths who are sharing the housing of other persons due to loss of housing, economic hardship, or similar reason; are living in motels, hotels, trailer parks, or camping grounds due to the lack of alternative accommodations; are living in emergency or transitional shelters; are abandoned in hospitals; or a awaiting foster care placement.•Children and youths who have a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings.•Children and youths who are living in a cars, parks, public spaces, abandoned buildings, substandard housing, bus/train stations, or similar settings.•Migratory children who qualify as homeless for the purposes of this subtitle because the children are living in circumstances described above. In a life that is filled with uncertainty, school is a place of safety. Something as simple as a desk to call her own can provide a homeless child with a sense of routine and ownership. A free, appropriate, public education is also a right to which homeless children and youth are legally entitled. This right put into practice has the potential to break the cycle of poverty and homelessness that may otherwise continue. For a homeless child, the importance of a stable, quality education is immeasurable.
